How can Carousell enable platform adoption for migrant workers?

How can Carousell enable platform adoption for migrant workers?

1.4 million migrant workers in Singapore rely on affordability to get by, making second-hand goods a daily necessity. Despite this clear need, more than 90% workers do not use Carousell - one of the most established and trusted resale platforms in SG.

Key Insight for Migrant Workers

Key Insight for Migrant Workers

Even when aware of options like Carousell, migrants choose not to use it, prioritizing peace of mind over savings.

Dorm rules, and delivery address challenges limit shopping flexibility. Fear of judgement by peers and limited interaction with locals reinforces closed community norms.

Block turned Breakthrough

Repeated research interview rejections were solved only when NGO's became our mediator.

Research guides were designed with sensitivity to nationality, culture, and language, and yet we faced field rejections. It exposed blind spots around my outsider presence. Working through NGO mediation opened the audience, built trust and safety. For the project, it was a clear breakthrough insight - migrant workers trusted NGO's.

Introducing ReReach - a sustainable, donation-to-distribution system

Introducing ReReach - a sustainable, donation-to-distribution system

Carousell ReReach makes free donation goods (a strong hook) accessible, circular, and meaningful. The design works within the trusted relationships and spaces connecting donors, NGOs, and migrant communities sustainably.

Phase 1 - Making donating items easy & smart

Phase 1 - Making donating items easy & smart

Item donors expect convenient home pickups, which is effectively supported through NGOs’ existing distribution systems. On Carousell app, the donation section surfaces needed items listed by NGOs. Smart prompts convert potential user to donors.

Value for Carousell - a challenge was enabling pickup & delivery logistics for donation items, now it is available through NGO's channels.

Phase 2 - Item QC and distribution

Phase 2 - Item QC and distribution

The donations items are verified, graded into A,B,C,D categories (as per quality) by the NGO quality check teams. Then they are listed onto Carousell, and shared through the pre-established migrant-NGO social media channels.

Value for NGO's - a challenge was the inability to request specific items they lacked, now this control is with NGO's, enabled through Carousell.

Phase 3 - Building long term trust with migrants

Phase 3 - Building long term trust with migrants

Migrants are introduced to Carousell through NGOs and its the first trust building point. Preset message templates, AI safety chat scanner, budget recommendation, and limiting to 2 free items per month, builds trust, ensure repeated exposure and exploring other sections of the app gradually.

Inclusive design isn't just about reaching marginalised groups.

Inclusive design isn't just about reaching marginalised groups.

From naming the project, writing taglines, or choosing to make a new app altogether, I kept asking - does this affirm dignity, or risk pity? Inclusive design is about being honest about the power dynamics you bring and every single choice you make. Co-creation, iteration, and care in communication are what turned an idea into something with real weight. I’m happy to chat more about my process over a call.
